Sewage Treatment and Wastewater Recycling in Industry

The Israeli Water Association r with the Manufacturers Association of Israel organizing an evening conference on Sewage Treatment and Water Recycling in Industry. The legal aspects were addressed by advocate Tzvi Levinson.  Water saving is the duty of every user of water (the Water Law 1959, §9(1)). The main expressions of water saving is the minimization of their consumed quantity or its more efficient use (water “recycling”). Another duty imposed on water users is to prevent harm from them as effluent. The main expression of this duty in Israeli legislation is the reduction of pollutants concentrations. These duties may conflict, for example, where reuse of water leads to an increase in pollutants concentrations (but not, it must be noted, to an overall increase in their absolute quantity in the effluent). The lecture delt with the  need to amend current legislation so that the incentive to save water will be preserved wherever the impact on the environment (here as the absolute quantity of pollutants emitted) has not changed.
