Environmental Risks in Tenders for Sea Water Desalination Projetcs

"Water Engineering Liquids and Irrigation" Vol. 38
Tzvi Levinson and Gil Dror, Advocates June 2005

Ignoring environmental risks while preparing a tender for a desalination facility can finally lead to wrong allocation of risks between the government and the participants. These are the risks that should be taken into consideration:

- Objections filed by certain authorities or factors which can delay or cancel plans in case of court orders and legal discussions

- Environmental nuisance such as noise, bad odor and the appropriate use of hazardous substances

- Failing to receive necessary environmental licences and permits.

Ignoring such risks in the process of building and operating such a facility can create a situation where the evaluation of risks does not reflect the existing risks, a thing which can be of a surprise to the entrepreneurs and operators.

The article ralates to realistic preparation for these large-scale facilities in terms of environmental risks.
